Cobra Commander was released as part of the eighteenth series (2002), first, carded in a two pack with Snake Eyes (v13), and later carded in a two pack with Snake Eyes (v14).
Cobra Commander (version 13) was also released in 2003 with a Mission Disc.
Cobra Commander (version 13) was also released in 2004 as part of the Spy Troops VHS three pack, which also included Snake Eyes (v14) and Duke.
A variant version of Cobra Commander (version 13) was released in 2004 as a single carded figure.
Accessories
Two Pack and Mission Disc
Cobra Commander came with a black backpack, silver harpoon rifle, silver pistol and a gold Sound Attack snake staff.
The two pack packaging also included a color background.
The Mission Disc pack also included Mission Disc 3, featuring two episodes of the cartoon, a game, and a comic. The same disc was also included with the Mission Disc version of Zartan (v4).
VHS Three Pack
Cobra Commander (with Spy Troops VHS 3 pack) came with no accessories.
Valor Vs Venom Single Pack
Cobra Commander (in the single pack) came with a black assault rifle, a black handgun, silver laser pistol, and a gold snake staff that had no sound attack tab, yet was lighter in color than the one included with Cobra Commander v14 (2003).

Devoid of conscience or scruples, he will stop at nothing to achieve his terrible goals, going so far as to order the twisted genius DR. MINDBENDER to experiment with combining humans and animal DNA to produce more savage warriors for his legions. A roiling mass of contradictions, COBRA COMMANDER is intelligent, yet oblivious to reality; passionate about his nasty aims, yet cold to people; perceptive of the minor faults or others, yet blind to his own foibles. He is basically a small-time hustler and card-cheat who has risen to greater power than was ever expected -- but the same could be said for many infamous dictators of the past.

Variations
Some versions of the carded figure two-pack w/ Snake Eyes (v14) came with a sticker promoting the G.I.Joe cartoons on Cartoon Network.
The single packaged version of Cobra Commander (pictured below left) was darker in color than earlier releases.
Body Construction
Cobra Commander (version 13) shares the same uniform design as Cobra Commander (v11) (2002) and Cobra Commander (v12) (2002), although the design was retooled to bring back the o-ring design of earlier figures. All parts are considered entirely new.
Versions of Cobra Commander
"The Doctor" represents Cobra Commander before adopting the title in G.I. Joe: The Rise of Cobra. "Old Snake" represents a future version of Cobra Commander from Sunbow's The Transformers animated series.
