Figure Description:
Undercover Scarlett was available polybagged at the 1992 G.I. Joe Convention. Note that this figure is actually the European Action Force figure Quarrel. Hasbro used an over stock of Quarrel figures from the Action Force line as a promotional give away at the 1992 convention under the American release name for the figure mold, "Scarlett."
