This figure was obtained by sellers in China in mid 2004. The origins of this figure and its intended use are unknown.

The head sculpt, while extremely similar, is different from that of Steel Brigade (1987) and the head sculpt is identical to the helmets used in the 2004 Toys R Us exclusive Anti-Venom Task Force Barricade v3, Charbroil v3, Duke v15, Mutt v5 and Roadblock v13.

Body Construction:

Steel Brigade (Tiger Force) uses the torso, waist and arms of Firefly (v1) (1984) and shared with Firefly (v4) (1998), Firefly (v5) (2000), Firefly (v7) (2002), Wreckage (2003), and Firefly (v9) (2004), and the legs of Cobra Officer (1982), Cobra Stinger Driver (1984), and Python Trooper (1989).

Note that the figure's head only turns left and right - it does not allow the head to look up and down.
