| Long Summary
Garrett Freedlowe (a disguised Cobra Commander and current Chief of Staff) is still trying to convince the President of the United States to replace the GI Joe team with the Phoenix Guard. The reluctant President makes a compromise with Garrett that allows the Phoenix Guard the ability to replace the Joe team, but with plausible deniability.
In South America, Duke is still recovering from his injuries, as local relief doctor named Elizabeth Parker treats him. The local radio doesn't work and Duke asks Parker to take him to a place where he can pass on his secret information that is a matter of national security.
At The Rock, Spirit, now a full member of the team, Roadblock and Shipwreck have there poker game interrupted by Hawk. Hawk is coming back into his own, by challenging the team to go after the enemy and stop chasing the insignificant Cobra cells.
On the flight deck of The Rock, Storm Shadow is taking T'Jbang out. He has taken complete responsibility for the mess he helped create. Gen. Colton reassures him that he trusts him, but that he is target, and that he needs to be careful not turn his back on the team and Snake-Eyes.
In West Virginia, General Rey is leading the Phoenix Guard has them doing a training drill of attacking the Joes' base, The Rock. They move fast, efficient and deadly through the practice. Rey ends the exercise with "there's only so much you can do when you're prepping for something so unthinkable."
General Colton has brought back Firewall to help him find out some information on wear exactly Duke has gone. Stalker, Snake-Eyes and Scarlett enter to confront Colton about their discovery that the Baroness has been held captive in the basement of The Rock without their knowledge. Stalker directly confronts Colton and his authority at the most heated part of the argument the power of The Rock goes out. They know something is wrong.
