Long Summary

Picking up from where the last issue left off, the Joes discover a Cobra amphibious assault force heading for a military base on the island. Some of the Joes head toward the base to render assistance while the rest head toward a nearby hotel where an arms symposium is being held.

Just as the Joes arrive to the hotel, Destro and the Baroness in civilian garb exit and head to their waiting limousine. Destro recognizes the Joes and sends his Cobra cohorts into the hotel to get them, and then heads toward the base.

While the Joes at the hotel are busy, Cobra is making its move on the base. Destro is admitted to the base as James McCullen and proceeds to the General's office. Infiltrators in the base cut the power. Destro apprehends the General while Cobra paratroopers and the amphibious force assemble and prepare to take the base. The Joes have regrouped outside.

During and a fight between Lady Jaye and the Baroness, it is revealed that Cobra Commander's plan is to launch 8 missiles, 7 escorts and 1 armed with the Omega Black virus. Beachhead captures the Baroness after she spills the plan.

The helicopter flown by Storm Shadow and carrying Snake Eyes is approaching the base. Snake Eyes manages to get free and crash the craft just as Storm Shadow was taking aim and about to shoot Scarlett.
