In the early 1990s, G.I.Joe figures were sold in Taiwan/China. They were made in Hasbro's plants in Hong Kong, as opposed to in Taiwan (where figures made for U.S. sale/distribution were produced).

The plastic used for the Chinese figures is comparable to the U.S. versions. The cardstock was also of high quality.
