UK/Spain/Italy - Phantom X-19 Box with Ace

Pictured above is a close-up of the Phantom X-19 box from Europe. Note that while the packaging says the figure included is the pilot, Ghostrider, there is a sticker applied over with an image of Ace. The figure included with this particular toy was indeed Ace.

It is unknown why Hasbro Europe chose to release some Phantom X-19 toys with a different pilot or how many of these variants were released.
